I own the world. Why is one computer player still left?

Does anyone know why a computer player might still be left hanging around after you've taken over the entire world? I've got one player (Japanese) still around even though they have no cities, no gold, and no army (or any other units). They show up on the histograph as having a fairly significant chunk of culture. They aren't even the last race to be conquered.
 
are you playing with the patch or not???

before the patch 1,17 any civ with a settler still alive would survive even if it was in a ship.

with the patch a civ will respawn only if there is still room and only once.
 
I'm at 1.16. I had installed 1.17, but the game crashed whenever I got into a big battle, so I reverted back to 1.16. I'm pretty sure that the computer has no settler left around in a boat. I did search the ocean fairly well. Then I got desparate and downloaded a saved game editor. I used that to check to see if the computer had any units left (none showing).
 
save your game and name it: Multi
Load it and you will see everywhere in the map this way you can see if any settler left or citie you might have miss...
 
Given the fact that the computer player has no cities and no units, what is he going to attack me with? A bad attitude?
