I FIGURED IT OUT........THE DLLs ARE ALL THERE THEY JUST IN WRONG FOLDER

ok..... go to C:/program files/firaxis games/civilization 4and all the files are there.... now copy and paste them to C:/ windows/system 32 and there ya go

i dunno but i THINK it works with other expansions too

The BinkW32.DLL file is installed in the windows or windows system
directory - it must be installed in the application directory

its in the civ 4 folder.....i guess its not the directory.
