The Japanese issued a public statement saying they would protect Rio De Janiero. Unfortunately they had declared war on Rio twice, Rio and Copenhagen were in permanent city-state war with them, and both cities were both allied to me and I was at war with the Japanese too.
The Japanese also had no units left and were struggling to protect themselves so I don't think it was a very good offer!
