Ice sheet?

Couple questions about the ice sheet that units can walk on

1. I assume it counts as land area for a Dom win. What's the best way to claim ice sheet in areas poor for cities? Just spam settlers and create 9 tile cities that have no chance of doing anything?

2. Can I turn it into productive land using nukes/global warming?

Units can't walk on the ice sheet. Assuming you mean snow tiles, yes, it counts as land like all other land for Domination. As far as I know global warming doesn't turn it fertile.

1. Snow (as opposed to ice over water) does count as land for domination purposes. I don’t know if there is a good way to claim the land beyond what you are saying (spam settlers right before you plan to win domination). Over the longer term, spreading one of Sushi/Cereal and one of CreCo/Mining corps can make these cities actually productive. Theoretically you could culture bomb cities that are close to the Ice to expand their borders, but that seems inefficient.

2. Not in my experience. I think Global Warming only makes tiles worse, not better.
