Icons not showing up correctly?

Anyone else have this problem? I've had it since vanilla and through all of the patches, the icons on the city screen don't show up correctly, like they are not fitting into the circle.

On a side question.. is there a way to find out if a wonder has been built already before you have the tech for that wonder? I know it should popup and tell me but I don't always pay attention to those things and might forget over time. Would save me going for a tech only to find out the wonder has been built already after getting the tech thanks.
