It would be nice if each Civ had 3-5 leaders. And maybe 2-3 times a game one leader retires, dies, is assassinated, overthrown, etc and the next leader takes over the next 100-150 turns (or however many that will be balanced).

For example, you have Stalin up on your borders being militaristic, and then say,Peter overthrows him and is the new leader. Or you have peaceful Gandi next to you and then more aggressive Asoka takes over. You have to change your plans. You would need--in some cases--to add leaders to some Civ's who only have one leader.

Of course, there might be an option where the overthrown leader--if not assassinated--can take power back. That might be good if he is a notoriously powerful leader for one Civ. For example, Hannibal and Monty are really the biggest names to come out of their Civ, so you might want them to be more prevalent, but occasionally they get overthrown.

Hey, Santa Ana as President of Mexico like 5 times. Napoleon was overthrown, and came back, etc.

This would mix it up more. Keep you on your toes.
