This came to me while I was lying in bed. I thought: What if, in addition to the empire's culture, cities also produce a small amount of "Local" culture? Under normal circumstances, you would not see this culture on the map, and it would have no effect on borders. However, if a city's "local" culture gets to be too great, it can revolt and eventually flip - to a brand new civilization.

To my knowledge, Japan was a part of the Korean empire before it broke away, and there are many other instances of parts of empires breaking away and forming their own empires without the original empire's consent.

Inspired by the idea of new civilizations forming in RFC (though I've never played it because I'm uninterested in Earth maps), this system makes the splitting of empires ultimately unavoidable, and should make for an interesting style of gameplay - specifically, you begin as the only empire in the world, and create new empires which can become friends or enemies, which in turn can also create new empires, essentially giving a more realistic evolution of civilization, at least in the first three eras.
