By greatly increasing the bonuses you aquire from ruins. This encourages players to "hunt" for old ruins that still may remain on the map.

Example: + 3 culture in all cities with a museum.
 
Maybe in a mod, but ruins already skirt the boundaries of brokenness. Indeed, ruins combine both randomness with overpoweredness. Renaissance+ units are possible in the the ancient age, as are turn six 5-pop capitals.
