additional option when we set "mercenaries" from warfare menu, we obtain additional window with Mercenaries market from neighbour countries,who we could buy from them ( relations dont have influence on it) .

if I remember correectly, RFC had a similar concept (the mod included in BTS), you could take ideas from there

I suggested this concept almost a year ago exactly. It didn't pan out too well, mainly because I wasn't a modder at that point. I'd be willing to revisit it though. Here is my very very old thread about it, a lot of the stuff there is not applicable anymore, but it could serve as a start.
