It can be a great way to make every leader actually play in a similar way to his historical actions and aims.
If that mechanic is possible (maybe something similar to the RFC mechanic), it can change the whole course of the game.
Here are some of my ideas:
Stalin:
Have at least two vassals with Redistribution (or any other civic which can represent Communism).
Bismarck:
Hold or capture every city with at least 20% German (Not before the Industrial era).
*with some exceptions I haven't yet thought of for cases in which he starts in an isolated area.
Shaka:
Never lose a city before the Renaissance era.
*with the same exceptions as Bismarck.
Mansa Musa:
Trade resources with 3/4 of the players and be the richest player at the same time. (Not before the Medieval era).
Atilla:
Something with razing many cities..
Karolous:
Win by achieving one of the following three:
1. Capture a capital holy city.
2. Capture a capital city with the Apostolic Palace or build the Apostolic Palace in a captured capital city.
3. Capture a holy city with the Apostolic Palace or build the Apostolic Palace in a captured holy city.
(Can not win that way before the Medieval era).
*not completed - maybe not difficult enough.
Other ideas:
- A modified population victory to one of the Chinese leaders.
- Something related to modernization for Ataturk and Meiji.
- Maybe something with culture and great artists for Chandragupta II.
