Idea: what about?

Anyone knows an old game, "Imperialism"?
In that game we have 2 special units:
- Prospector: this unit looks for resources (gold, iron, coal, copper, gems) that has to be found before usage
- Businessman (or similar): this unit can acquire (as concession) foreign lands ( or maybe only the resource, leaving the land to the owner) that have a resource giving money to the owner.
So, do you think could be possible have a unit that can look for resources not showed in the map (perhaps a new action for worker or scouts), also in enemy territory, with a probability to find one related to the turns he can stand in a location? And do you think this could be useful for gameplay ? (I think that looking for new resources could be useful if the old ones get exhausted)
And what about a unit (Businessman, diplomat, explorer/scout, merchant, caravan or what) that can estabish concession on a resource (I'm thinking to gold, horses, elephants, or critical resources), giving the resources to the player without take it away from the owner (they could share the resource)? That could be dependent from a good glance between players, could be time-limited or a concession could be active only for a limited numbers of turns, the it have to be renew with gold and/or resources/science, and dependant from diplomatic relations and state of war/peace with owner. Furthermore a concession could be the trigger for a war or for bad relations.
and more, a scientist could share a project for a scientific advance with another player, giving a bonus for the research to both player and AI (required good diplomatic relations and good glance between players, and coul be a special unit as a great scientist)
