China: Have the world's largest population in 1600/1800 OR be the first to research Writing, compass, gunpowder and printing
Persia: eliminate Greece Egypt and India by 0AD
Korea: be producing 500 science in 1700
Eastern Rome: control 3 holy cities in 1600
France: be first place in three world congress projects OR be culturally dominant over 5 civs in 1900 OR have the most diplomatic votes in the world congress in 2000
Vikings: have a city in North America in 1400
England: have 4 cities in the Americas, 2 cities in Australia, 3 cities in India, and 4 cities in Africa in 1900
Russia: have a city on the pacific coast in 1700
Inca: have the highest population in South America in 1900 OR have no other civs in South America in 2000
Siam: control the strait of malacca in 1900
Austria-Hungary: be first place in three world congress projects OR be culturally dominant over 5 civs in 1900 OR have the most diplomatic votes in the world congress in 2000
United States: be first place in three world congress projects OR be culturally dominant over 5 civs in 2000 OR have the most diplomatic votes in the world congress in 2000

I've reconsidered some roleplay objective to give Siam more of a challenge.
England: Have 4 cities in the Americas, 2-3 cities in Australia, 3-4 cities in India, control the malacca strait, and 4-5 cities in Africa in 1900 (and maybe 1 city in China)
Netherlands: in addition to the existing objectives, control the malacca strait in 1900
Portugal: in addition to the existing objectives, control the malacca strait in 1900

Additionally some new ideas:
USA: be the first to build the Manhattan project and the Apollo mission AND have the most nuclear weapons in 2000 (OR building a nuclear weapon yields 100 UHV points)
Russia: be the first to build the Manhattan project and the Apollo mission AND have the most nuclear weapons 2000 (OR building a nuclear weapon yields 100 UHV points)
VIkings: have a city in Iceland in 1000 AND pillaging improvements gives 50 UHV points
Persia: have the most faith production in 1500
 
I have a question for you, Rhye... How many points do you want each player to be able to earn in points from their special ability?
Would a well played game see 1/3 of your points (333) maximum apply to your score? Or are you looking for something more like 25%, which is what I am seeing playing as Dido; I get 200 points from founding Carthage and then a smattering for water tiles (1 vp each, it seems)
 
A month ago, I tested the feasibility of my suggested Korea UHV (500 science by 1700) and while I can't claim to be a really good player, I think I would dial back the condition to something more realistic.

New suggestion (Korea):
- Be producing 300 science by 1650/1700
- Have five Turtle ships by 1650/1700 (If the player neglects naval technologies while rushing science, they wouldn't be able to achieve this)
 
New ideas:

England: Having the most cities in Africa grants +10-20 UHV per turn
France: Having the most cities in Africa grants +10-20 UHV per turn
Germany: Having the most cities in Africa grants +10-20 UHV per turn
Netherlands: Have at least one city in India in 1900; each spice luxury you control gives you +10 UHV points per turn
Portugal: Have at least one city in India in 1900; each spice luxury you control gives you +10 UHV points per turn
Persia (rework original idea): Each civ you eliminate grants +100 UHV points, Eliminating Greece or Egypt grants +200 UHV, eliminating India or Rome or East Rome grants +300 UHV.
Ottomans 1: Eliminating a civ grants +100 UHV points, eliminating Austria-Hungary or Germany grants +200 UHV, eliminating Russia or Spain grants +300 UHV
Ottomans 2: control 5 cities in Africa, 7 cities in Asia, and 3 cities in Europe by 1900.
Japan: Have more units than China and Korea combined in 1950/1960 (intentionally may require conquering China and Korea to achieve, definitely requires war)
Japan 2: Control of an oil source grants +20-30 UHV per turn (should encourage war in East and South-East Asia)

This would probably encourage to raze more than colonize, given the "Tall" rather than "Wide" focus of Civ V.
