If I connect inland city to Ocean via forts can it build ships?

Wanted to know what the strategy is for building forts to connect cities to ocean.

How many forts can you build in a row?

Do forts connect to diagonal tiles or only adjacent?

Any general strategies on how to make use of forts? So far i dont seem to use them to any benefit in combat or such?

2 tiles is the max you can chain with a fort to get access via shipping. No Coastal tile on city, no ports, harbours, docks, etc.

You can build unlimited forts in a row, you can only move via two with shipping to make it to a city.

Forts would connect via the tile connections, they all have a one tile zone radius of domination, but you CAN'T link a tile Fort,Zone, Zone, Fort, has to be Fort, Fort.

Strategy, connect resources, reserve city cites, cultural blockades, chock points, garrisons, etc
