From a paper I had to write for World History (excuse the poor writing style, set on by the difficulty of the prompt)...
Bismarck repeatedly signed treaties to initiate wars in an effort to strengthen Prussian- German power. Bismarck wanted the German states to unite with Prussia against France, so he sought to make France out to be the aggressor in a war. His chance came in 1870. A German Prince had been offered the Spanish throne. The French blocked the succession. Bismarck seized his chance and published an edited conversation between the German King and the French ambassador in an attempt to instigate a war. His plan worked and France declared war.

How about for Bismarck something to reflect upon his tact in making out France as the aggressor... perhaps no diplomatic penalty for declaring war, or decrease in war weariness as you're seen in the eyes of your people to be the innocent defender.
 
Louis the 14th was the Sun King (Palace of Versaille, focused on cultural development in France, ruled for 72 years, Fought in the War of Spanish Succession, and consolidated his rule to hold absolute power in France).

Louis the 16th supported the American Revolution and was executed by his own people for treason.
 
how about for mao zedong no unit bonus for the amount of units in a city basicly same as romans, tietmen square. what's the number for our frederick
