[GS] Ignoring AI's request by escaping the window

If an AI requests something (retreat army or stop expanding...) usually there are 2 options.
Top choice is to promise something to get favor.
Bottom choice is to ignore the request by taking grievance.
But it seems there is the third option.
If I press ESC, nothing happens, just quitting the diplomatic window.
This allows me to escape the situation but is this intended or bug?
If I can escape the situation without any cost, is there any reason to select bottom choice?

Then I think it is a bug, rather than intended.
If ESC means "ignoring", its result should be same as that of Bottom choice. But ESC gives us an exemption of grievance.
As long as we have a free exit, there is no reason of Bottom choice, unless someone wants to punish himself with grievance penalty.
