I'm unhappy so I won't reproduce, or produce (Citizen allocation focus problem)

    Attached are two screenshots for a city, one with the city allocation focus set to production and one set to food. The food setting is producing far more the production setting. I think this has been highlighted before but this case shows two things

    (1) When the the empire is unhappy the game seems to apply 'avoid growth' ignoring your city allocation focus
    (2) 'Avoid growth' ignores any other allocation focus, except food, so in this case allocates workers to be specialists instead of mining.

    Issue (2) Appears to be a bug or is at the very least an example of a poor UI.
    Issue (1) Probably wouldn't be a bug if issue (2) was corrected.

    As it stands with both (1) and (2) the game mechanics are clearly not operating to meet the UI setting.

    I don't think the issue you are presenting in those screenshots has anything to do with unhappiness or avoiding growth. What I see is that the governor is putting all citizens to work with the food focus and creating specialists with production focus.

    While the citizens were happy the production focus was working correctly. A few turns later when they were unhappy they decided to avoid growth and used specialists.

    Check the unhappiness in the help. It talks about the reduction in food when unhappy.

    I know that the cities won't grow as fast when they're unhappy. I also know that the hexes worked by a city are reassigned (without telling you) when your nation becomes unhappy, so that cities don't keep trying to grow. That's reasonable, except that when it's avoiding growth it basically ignores your allocation focus and ignores your instruction.

    This might be a bug, i see no reason why the 2 mines would not be worked and instead set to specialists with no hammer bonus.

    Really minor issue though.
