Attached are two screenshots for a city, one with the city allocation focus set to production and one set to food. The food setting is producing far more the production setting. I think this has been highlighted before but this case shows two things (1) When the the empire is unhappy the game seems to apply 'avoid growth' ignoring your city allocation focus (2) 'Avoid growth' ignores any other allocation focus, except food, so in this case allocates workers to be specialists instead of mining. Issue (2) Appears to be a bug or is at the very least an example of a poor UI. Issue (1) Probably wouldn't be a bug if issue (2) was corrected. As it stands with both (1) and (2) the game mechanics are clearly not operating to meet the UI setting.
