since by this point expanding will result in a war i guses i'll devote all income into navy.
(ps can i adopt civics yet like Authoritarianism?)

First, let's get the Venomian War of Aggression wrapped up since they're in their death throes.

Shinobi upgrade their army tech and buy 1 army.
Andross makes one last "courageous" charge at his chameleon foes.
While he would win, the Shinobi's army tech is 5, so instead, Andross' army is destroyed.
Now, the Shinobi occupy only 5 of Venom's 7 provinces, so it appears they might live...
...except for the fact the Dragon Kingdom has been picking at Venom with a spare force, committed to helping their ninja friends even as their own homeland is under attack. Using Chaos Control and a force in the region, they conquer Venom's 2 provinces and take 5 gold home as a prize.
DK and Shinobi together have 48 provinces to the Raiju-Yagyu Alliance's 53? Will it be enough..?
I've revamped the rules. Fleets can now go anywhere, assuming modern-enough technology by all factions + the fact each turn is a year.
Fleets will now pool, and do not engage in combat unless to intercept an invasion force/break through enemy defenses.
Likewise, you can now talk to anybody. Might as well abolish rules to make this easier.
Catstantinople raises 2 armies. Spagonia raises 4 and buys a new Army tech, gaining a +2 edge over Cat in battle.
Cat makes the first move, using 3 capital armies against 1 remote army.
Cat retakes a territory and destroys 1 Spagonian force.
It then teleports one army to Spagonia's capital! It is destroyed.
With that, 3 armies are sent against Spagonia's 4.
2 defeats and 1 draw.
2 are sent against 3.
With that, Catstantinople has 6 armies protecting 12 provinces.
Spagonia, meanwhile, has 10 armies on the border, and uses them all. They order 2 armies against each Catstantine army on the border...
Cat loses 4 provinces and 3 armies, but Spagonia loses 5 armies taking 4 provinces.
An army is teleported to Catstantinople itself.
The Raiju, having spare troops in the area and sensing a gang rape, declare war. They have a valid CB due to the war of aggression. One army is destroyed but 2 provinces are taken.
