In the defense of Rome, invoke the Mindset of Retreat (The cowardly forces of Carthage will be reluctant to launch a direct attack on a fortified position) and Malaga Supply Bottleneck (The lack of enough supplies to go around will no doubt cripple the invasion force) in addition to the rest of the Invokes I am using this turn.

The UCAR will direct more resources towards materials science researchers, with the long-term goal of discovering materials useful for space exploration or colonization (Science +3)

We will also expand our industrial facilities in anticipation of success (Econ +2)

Compel my own 'Foreign Red Scare' trouble.

FEAR OF A BLACK SOCIALIST. Kinshasa, New Kongo. Over the last few weeks fear has engulfed countries across Africa and beyond. The Cataclysm fundamentally destroyed the ruling international liberal consensus, changing what is and isn't politically possible across the world. This has led to the rise of pan-Arabic republics, Zunbil, a Christian new religious movement taking over swathes of China, Japan, and Korea, and the rise of new socialist countries globally.

Few carry the respect and power of New Kongo, nor generate nearly as much fear. In the non-socialist corners of Africa, politicians and business interests and making the case that a crackdown of "international socialism" is necessary to prevent the world from descending into a cruel, inhumane Orwellian nightmare. Powers anti-socialist, anti-UCAR political blocs are forming in the following countries.

    • New Carthage
    • Directorate of Mali
    • Sovereign Federation of West African Nations
    • Malagasy Merchant League
    • Sahel Warlords
    • Empire of Nubia
    • Empire of Abyssinia
    • Princedom of Victoria
[Added the "Anti-Kongo Red Scare!" situation aspect to these countries. Tread carefully. Additional countries beyond these may be hit with red scares over the next few rounds.]

ANTI-GOVERNMENT PROTESTS BREAK OUT IN CAPE TOWN, OTHER CITIES. Cape Town, Greater Zululand. Peaceful anti-government protests have erupted across Greater Zululand calling for the first free elections the region has seen in decades. In cities like Cape Town, people have been combating falling standards of living, rising unemployment, and political repression. An official governments spokesman has said that the protests were unlawful and that if the protestors do not dismantle encampments in public parks and places and end the unlawful assemblies that "stronger measures will be taken".

BUGANDA-ANKOLE INSPIRED MORE GROUPS TO AIR GRIEVANCES. Kampala, Princedom of Victoria. The pending legislative agreement to end the Buganda-Ankole political crisis has faced a new hurdle as a slew of new groups in Uganda, as well as in southern Tanzania territory, begin pushing for their own demands to be met. This may be enough to sink the Buganda-Ankole agreement on its own, but the recent wave of anti-communist, anti-socialist sentiments sweeping the country's political leadership, including the prime minister and prince, also threatened to scuttle the agreement reached thanks to support by New Kongo.

SAHEL WARLORDS LAUNCH RAIDS INTO THE IVORY COAST. Yamoussoukro, Cote d'Ivoire. The Sahel has been a region of intense poverty and conflict for decades now. Powerful warlords rarely outlive the proto-states they carve out for themselves in the region. For years, the Sahel Warlords had been hemmed into central Africa by organized, stable states on all sides. However, the recent international backlash against African Socialism has given several opportunistic warlords to join forces beneath a self-declared emperor to strike out southwest into the Cote d'Ivoire. Sahel raids into the country are not new, but what is new is the fear that these raids are the beginning of something much bigger.

NUBIAN CRACKDOWN ON SOCIALIST ARTISTS. Khartoum, Empire of Nubia. The Nubian monarchy is cracking down on what it says as a "culture of anti-Nubian values". The first step of this process is the targeting of socialist artists and writers who, for years, had tried to walk the fine line between their socialist beliefs and the pro-government messages artists operating under the patronage program are expected to display in their art.

The most extreme of the new government mandates is the rewards given to artists who depict the peoples of the former Central African Republic, Chad, and northeast Congo as "yearning for liberation".

CULTURE JAMMING. [LOADING.] We will not make any deals with you. We will not be pushed, file, stamped, indexed, briefed, debriefed, or numbered any longer. Our lives are our own and the world belongs to itself. You-

SAO PAULO HAS FALLEN. Sao Paulo, Occupied Territory. Guerilla fighters allied with the People's Liberation Legion of Gaia have targeted dozens of military and corporate targets across the northern swath of the Avaritia Consortium. No official word from the PLLG, but the fighters are flying the colors of the Brazilian guerilla force. The international community is awaiting official word on the ongoing hostilities.

In conjunction with Mali cancelling its sanctions against Avaritia, The Federation will cancel theirs as well. We also encourage Avaritia to continue to tread lightly in African affairs. The infrastructure project will continue, though.

With the news of the recent red scare, Sakari Enterprises has promised to open political talks with the disrupted left-wing factions as to institute more progressive policies in the Federation. The government should stand for its people - if the people are dissatisfied, changes can be made. (POL to Overcome - Anti-Kongo Red Scare!; invoke For The Common Man).

The UCAR is proud of our neighbors and trade partners for their attempts to reject extremist fearmongering; we stand ready to assist (Aid the Federation in their overcome attempt)

We are similarly shocked at the aggressive actions of the warlords, and will aid our fellow socialists (Aid The Ivory Coast in their defense)

The Empire can no longer watch passively as Brazil descends into another round of violence at the hands of eco-extremists and a corporation that doesn't answer to the will of the people. Our military will will restore order in the territories to the south.

    Action:
Liberate territories to the south currently occupied by the People's Liberation Legion of Gaia.
Action: Bolster border security along the border with the PLLG to the west.

The Combine will like to note that any attempt by non-Latin American powers to interfere with what is going on in Brazil will be seen as potentially imperialistic; we cannot afford more spice being thrown into the pot.

This is a Latin American matter! Keep your noses out of our homes!

The Ottoman Empire is announcing that it seeks international cooperation for the modernization of its military. To this end, it seeks two things.

    1. In the short-term, partners who would be willing to supply the Ottoman Empire with modern armaments, specifically artillery and tanks.
    2. In the mid-term, partners who will work with Turkey to modernize the country's military industry and practices.
    3. In the long-term, strategic partners who are willing to exchange officers and help build the officer corps of our respective countries.

Action: Secure International Arms. ECON (+1) advantage creation
Action: Anatolian War Games: MIL (+2) advantage creation. We invite countries who wish to establish lasting ties with our country to participate.

The Balkan Federation would note that we would not allow any weapon shipments through the Bosporus that are intended for Turkey, and would look down upon any nation supporting militarily the wretched government in Ankara.

Action: Sabotage of the Conference of Bordeaux via cleverly planted explosives and bureaucratic stumbling blocks. (COV)

An Extract from the Minutes of a Bureau of Foreign Affairs Strategy Committee Meeting
Agenda Item 8: The Bordeaux Conference
Mrs Orange's plan to ensure stability for Europe by the maintaining of disunity within the SEZ was widely accepted by the committee. Dr Yellow argued that is would be easier to negotiate with a single entity in the region but changed her tune when it was pointed out that its even easier when there is nobody to negotiate with and also much lighter on paperwork if we just assume that nothing exists inside the SEZ.
The Committee agreed to this motion.
