    TWENTY YEARS HAVE PASSED since the end of the world war. An uneasy peace has been kept by the survivors of the nuclear holocaust. Despite the occasional border skirmish and clash for resources, no formal conflict has broken out, either due to national fatigue or threat of "intervention" by the New Hetmanate and its ally Petrograd, the self-appointed "world police". As infrastructure collapsed, long-distance diplomatic relations decayed, and the international community regressed into regionalism. But in a sense, the war hadn't truly ended; rather than fighting each other, humanity was now struggling against Nature herself... and losing. Radiation poisoning, famine, flood and drought had inflicted catastrophic death tolls and herded the survivors into an ever-smaller living space. Some nations, devastated at home by atomic warfare, relocated to their overseas colonies; others, either out of stubbornness or a lack of alternatives, remained on irradiated lands. Within the past decades, some have imploded completely, degenerating into a messy patchwork of opportunistic fiefdoms. The once-proud nations of the so-called "First World", desperate to perpetuate their identity, turned to the last open and least damaged continent in a mass exodus referred to as "Into Africa"; but far from the borderless frontier so naïvely assumed, the majority of Africa lay in the hands of Africans, people who had done nothing to provoke the catastrophe and who regarded the refugee régimes as fugitives. There would not be enough land to go around.

    Twenty years have passed since the end of the war. The fallout still has yet to settle, and already the global community threatens a relapse. The old alliances, antagonizing though they were, at least offered some semblance of order. Petrograd and the Hetmanate kept the two decades of peace largely through luck, but now the broken combatants are remobilizing. Neighbours look to each other's lands to ease their chronic overcrowding. The ruins of the failed superpowers tantalize new nations eager to seize their former glory for themselves. The Sombra régime's antipathy towards humanity threatens a global interspecies genocide. But most worrisome of all, enough nuclear-armed warheads remain in circulation to obliterate all life on the planet. Pacifistani scientists are scrambling to reactivate the Strategic Defence Initiative before a rogue missile detonates. Perhaps, if the world can keep itself alive long enough, it may defy the staggering odds against it and turn back the planet's creeping decay.

    Twenty years have passed... but what have we learned?

    The human race is at a crossroads. Either it can give in to the suicidal mistake of pursuing individual greed, or it can come together as a cohesive whole to confront the hell it has made of earth and stave off the threat of extinction.

    The choice is in your hands.

    Imperium Offtopicum (IOT) is a geopolitical simulation and role-playing game spun out of the Altered Maps thread in Off-Topic. Players assume the role of leader of a nation of their own creation, and interact with each other on such issues as law, economy, science and technology, humanitarianism, and national defence.

    The Aftermath is a direct sequel to Imperium Offtopicum IV, and draws heavily from its history. New players are encouraged to familiarize themselves with the IOT4 Epilogue in order to better understand the background to this instalment.

    Surviving nations from IOT4 are still intact, and control may be reassumed by their founding players. Alternatively, one may opt to take control of one of a list of Non-Player Countries, or found an entirely new state by selecting a colour demarcation and claiming any single territory from the world map as one's capital region. From here, players can expand their borders by dictating their actions in the thread. The world map is updated by the GM on an indeterminate basis, outlining the official national borders from which actions are to be derived. In the case of overlapping claims to territory, the matter will be passed to the United Nations for in-character resolution (see below).

    Note that nations at war cannot expand into unclaimed territories, and any claims made on the same turn as the initiation of hostilities are forfeit.

    Players may claim up to 5 unaligned territories per turn under the following conditions:
    - Claiming territories that are not contiguous with a player's capital counts as two territories each. * When a colony of 12 connected territories is established, the cost is reduced 1 each for neighbouring regions.
    - Microstates (single-pixel regions) are considered half-value, so two may be claimed for the price of one (and 1.5 overseas).
    - Large territories (Canada, Siberia, Australia, etc.) count as three territories each (and all five points overseas).
    The GM reserves the right to final determination of the map without explanation.



    As the game progresses and empires are fleshed out, unclaimed regions will evolve into their own nations under the responsibility of the GM. NPCs do not offer as comprehensive a set of diplomatic relations as other players, but can be helpful neighbours or chronic pests depending on a player country's reputation.

    United Nations



    The world mediating organization managed to survive the global factionalism relatively intact, if at a reduced budget. The United Nations user group serves as a forum for dispute resolution between nations, and discussion, development and implementation of international legislation. The UN can also, with the support of other nations, launch military missions against and establish trusteeships over disputed regions.

    The UN reserves the light blue colour (HTML #4b92db) on the world map.

    Roleplay

    Roleplay is integral to IOT, and is what MAKES The Aftermath. National reputation is influenced chiefly by roleplay. Silent bonuses and penalties are applied based on a nation's behaviour during the game. Roleplay does not need to be well-written, but the greater the time invested in the story, the more engaging the game is as a whole.

    Take care that fevered dialogue does not tread into personal offence. While international rivalry is to be expected, rude, harassing, or otherwise problematic behaviour will be punished. Please also refrain from dragging real-life politics and other off-topic subjects into the game.

    Combat



    When all other venues at dispute resolution have failed, players can turn to combat. Battles are carried out in the battle thread. Players can choose between a random-number-generated combat algorithm and full battlefield simulation:

    RNG allows for up to five attacks per turn; one set is calculated for the aggressor and another for the defender, the highest final result dictating the outcome. Each roll falls between 1-10, and is then adjusted by an initial bonus multiplier of 1. This multiplier can be strengthened by combining attacks (+10% efficiency each, so a maximum modifier of 1.5), and is also influenced through roleplay criteria both positively and negatively. Attack points can also be designated for counter-operations to bolster defence, although players must specify how the points are to be allocated. The GM will not automatically assign unused attacks.

    Battlefield simulation requires the consent of all belligerent parties. At the start of the war, two maps are provided, one outlining the territories at stake, and one representing the theatre of war. Players submit their strategies to be carried out; periodic SITREPs allow for adjustment of orders. The war continues for a set number of turns based on the scope of the theatre and course of the campaign; afterward all sides revert to a state of peace and territorial changes occur based on the outcome of the war.

    Atomic Weapons



    Although some nations still retain their pre-war stockpiles, every country must begin a nuclear programme from the ground up. Research into the bomb must be declared publicly, after which there is a cumulative chance each turn of a successful test. Once unlocked, one warhead may be assembled each turn.
    Use of nuclear weapons has a substantial impact on national reputation:
    - Construction of warhead: -3 rep
    - Use of nuke: -5 rep
    - Each territory affected by nuke: -1 rep (-2 if close to home borders)
    - Trading of nuke: -2 rep for seller, -3 rep for buyer
    - Decommissioning of nuke: +2 rep
    Warheads can be used strategically to devastating effect against entire territories, or tactically in combat to unbalance the odds. Players opting to deploy a missile in battlefield simulation must declare their intent. Only one stockpiled missile may be bought/sold/fired/disarmed per turn.

    Note that while weapons-grade research does not impact reputation in of itself, it will lead to hostility from the New Hetmanate.

    Nuclear Liability Legacy Programme



    The Nuclear Liability Legacy Programme, or NLLP, is a (nominally) international scientific organization established by the New Hetmanate during the war to study and plan for the fallout of sustained atomic warfare. Employing great minds from every climatological discipline and with outposts across the globe, the NLLP works diligently to keep track of the current environmental consequences and predict future trends. Its research is invaluable to individual nations confronting disaster at home, and forms the cornerstone of the United Nations' world relief strategy. The NLLP is most commonly recognized as the author of the World Radiological Index, an annual publication detailing the average level of radioactive contamination in regions throughout the world.

    The World Radiological Index defines three levels of contamination:
    - BLUE ZONES, unscarred lands where radioactivity remains within safe levels.
    - YELLOW ZONES, variably-contaminated regions where agricultural output is poor, potable water is scarce, and expensive hazardous environment equipment is required for day-to-day survival.
    - RED ZONES, the true wastelands where surface habitation is impossible. The land is next to worthless and military efficiency suffers severely when fighting in such areas.

    Black territories on the main map denote direct nuclear strikes. These lands are impassable and unclaimable.

    The Kaetif

    The worldwide nuclear exchange led to a plethora of unpredictable consequences. The Marian Federation, and the Neo Incan Empire before it, toiled extensively in questionable genetic experiments. An atomic strike on a research centre in Peru released an airborne mutagen that led to radical and "impossible" changes to some of the surviving mammalian species across the globe. The Kaetif are humanoid animals with the capacity for the same intelligence, skills and rationality as Homo sapiens. They see themselves as people, although some humans do not. Kaetif constitute a substantial demographic in countries affected by radiological contamination, and governments will need to keep abreast of public sentiment when determining domestic policy in regard to them.

    The Abhorrents

    No-one knows exactly from what or where the Abhorrents came. Superficially similar to the Kaetif, they are distinct in their lack of empathy and drive for bloodlust. They thrive in the irradiated wastes, raiding settlements and abducting residents for their depraved pleasures. Where armed patrols are lacking, entire territories have been abandoned due to these attacks. They are always hostile and cannot be negotiated with. As long as Red Zones exist, the Abhorrents will continue to plague the world.

    Fighting the Abhorrents, unlike fighting conventional opponents, does not require a formal declaration of war. Expansion points can be used the same way as attacks, including stacking against a single territory.

    Reputation

    Reputation is a measure of national approval, both on the international stage and the home front. It is influenced invisibly through roleplay and by some set game mechanics. Reputation represents diplomatic integrity and the relationship between the state and its citizens, and is a key component in the development of multinational special projects. Nations with poor reputation will be met with hostility by NPCs, and particularly abysmal approval will incur public protests. If the ruler does not improve the country's standing, a civil war may erupt.

    Rebellion

    A nation whose government proves unpopular with the majority of the citizenry may suffer internal revolt. Rebellions are triggered most commonly by persistently poor national reputation. Rebellion can be incited by foreign spy actions, although these are much smaller in scale. The Kaetif, where present, can also be a cause of revolt: if they find themselves intolerably oppressed by state policy, they will take arms to emancipate themselves. Conversely, liberal Kaetif legislation in nations where the humans despise the creatures can trigger the opposite backlash. In both cases, this can occur regardless of overall reputation.

    Rebellions are announced at update. The size and scope varies based on different factors, but usually will not exceed half of a nation's total territory. Rebel lands turn dark grey, and fight the loyalists according to the regular combat system. Rebels will generally confine their struggle to their originating nation, unless neighbour states become involved in the counterinsurgency. Rebellion persists until all breakaway provinces have been reconquered or a peace treaty is successfully settled upon.

    The Non-Player Countries that developed during IOT4 have each been given unique identities and can be claimed by new players in place of original nations. Taking charge of an NPC comes with a trade-off: while providing an established base early in the game, they require that the player respect their values and attitudes; the leader can gradually shift national vision, but too radical a change in too short a timeframe will be met with hostility, and possibly revolt.

    Political rights: While everyone has voting rights theoretically, government framings of undesirables help keep them out of the ballot box, with rigging and intimidation doing the rest. Sombra's Social Nationalist Party lets go of power theoretically from time to time, but any misbehaving of the supposed opposition will be severely punished.

    Economic policy: The government is very large in economic policy, providing many state-subsidised services such as healthcare, food, and business loans. Regulations are quite tight for the greater good. Almost all government regulation and subsidies, however, seem to discriminate against humans and favor Kaetif; the government blames numerous factors for this disrepancy.

    Science Policy: The government extensively regulates science, believing that "excessive" technology should be banned. Pollution is cracked down upon almost punishingly. Comedians in other countries often say it's an econut's paradise - animals run everything and barely anything runs on coal or oil!

    Social policy: Despite being an authoritarian hellhole for the most part, social rights are actually quite liberal in the Republic. Abortion is illegal for Kaetif but legal for humans. Marriage between Kaetif and humans is forbidden. Also, logically, being the heart of the Kaetif's origin and the fact many humans were obliterated in the war, it is by far the most tolerant society of Kaetif. ...if not as much of humans thanks to Sombrist propaganda. Abhorrents are shot on sight - Sombra calls them "corruptions of evolution."

    Legal rights: They exist on paper but can be waivered when convenient. That is, waivered by the government, not you. Generally restrictions are justified under the veil of "national security." Convicts have no rights to speak of, generally being used as slaves in horrid conditions, especially if they're human. Humans also have the luxury of generally being victims of "The Games" - where they are released into large expanses of land that are roamed by captured Abhorrents. Naturally, this works well for spectators and Abhorrent alike... but not humans.

    Military: While the exact quality has dropped a bit due to the obliteration of the most developed regions, it has an abundance of rubber in the Congo to keep it going even in a chaotic world without synthetic rubber. To compensate for the loss of quality, the Republic engages in controversial activities - the Kaetif soldiers are moderately irradiated(via extensive living in yellow zones) due to their natural resistance, giving them an edge against any humans they are sent to fight. For this reason, there is segregation between humans and furries to prevent obvious poisoning. Humans who are soldiers are given a ton more respect than average humans for obvious reasons.

    Economy: The most productive area of the Republic is the Congo, due to it being a blue zone. Abundance of red and yellow zones aside, however, the Republic does quite well with moderately-irradiated zones, due to its vast reserves of Kaetif citizens.

    The Operarius Coup

    During the chaos of war, Chancellor Operarius was able to usurp the Presidency due to it being "incompetent." President de Zorrito was exiled to an unknown location. Operarius quickly instituted a wartime economy, with strict rationing, government secrecy, suspension of various rights and freedoms and overall more statism. All in the name of security.

    When the war finally ended with its former enemies in ruins, Operarius would not let go of power like any Roman dictator was supposed to. He did just what they did - kept it. All soldiers in control of the many Praetorians and Lawbots mass produced for the war - "to keep them at home with their families" - found themselves no longer able to control them.



    Operarius launched a remote override signal, which quickly put all the army's robotics under his command. With this, he was able to easily execute or capture anyone he pleased. Every robot operated on the network, with the network being able to shut down - and the units operate autonomously within certain directives - if anybody tried to infiltrate it.

    Operarius would reign for quite a few years unopposed. Being rather racist towards furry citizens, he tried his best to find ways to purge them yet be discreet about it. Usually by rounding up their leaders. But also putting emphasis on framing them. Whatever could be done to destroy them.

    How fitting the Resistance that soon came to power was composed of furry and human alike despite his attempts to divide and conquer. The Resistance was formally composed of 7 equals, but 3 individuals dominated it - all furry. None of them had last names due to their origin, only first names: Isabel, a vixen; Blitz, a porcupine; and Sombra, a wolf. They were the results of treacherous experiments Operarius had been conducting since his early days in power, using funds siphoned from the defense budget and other sources of corruption.

    Planning his coup since day one, Operarius was open to whatever idea would let him into the corridors of power, even if it meant, yeugh, the furries. Contacting various Neo-Incan scientists with no moral objections, he paid them handsomely to give him biological superweapons that would allow him to dominate every foe that could be sent at him. Between kidnapping of various test subjects, furry and human alike, and combining it with any data related to other biological research he could get his paws on, Operarius' Black Project went on without a hitch. Out of hundreds, only a handful lived, and most of those died afterward. The three who lived would ironically become the worst enemies of their "father."

    Isabel was meant to be cunning and intelligent, a biological computer. While she wasn't the superhuman being Operarius wanted, she was still very bright and resourceful. Her fur came out a mixture of brown and red, with blue eyes.

    Blitz was meant to be extremely fast, capable of recon. Similarly, he couldn't break the sound barrier as intended, but he certainly could outrun anybody who'd try to catch him, hence his name (which he later chose for himself; he never mentioned his original codename and only his two companions know it). For some reason, his fur came out white, making him similar in coloration to his chosen name, while he sported amber eyes.

    Sombra was meant to be extremely strong, to the point he'd be able to defeat entire groups of men in hand to hand, or hand to paw, rather. He also didn't meet expectations, but nonetheless was born with a body as strong as that of the average wrestler despite looking more sleak under his thick, black fur. People always thought he looked rather villainous given his crimson eyes and dark coloration... how appropriate.

    When Operarius discovered after a few months his experiments were not only costly and had high mortality, with what few that lived being practically worthless(given their "above average" rather than superhuman, game changing status), and as an extra insult they possessed free will, he ordered them disposed of. A big mistake. They managed to escape his purge - Operarius killed most of the scientists involved as well to keep things under wraps - and find their way into the Resistance. Operarius shrugged it off as a few freaks escaping, and resumed his planned takeover, placing more faith in his plan of using machinery to take over.

    Blitz collected data, Isabel analysed it and came up with plans. Sombra's large, intimidating frame and equally-imposing voice kept the Resistance in tip top shape as he briefed them on the plans. Their human companions assisted them in this regard.

    After years of hard work and countless friends lost, the Resistance developed the "Omega Signal" which was sent through Operarius' systems so quick it short-circuited almost all of his troops. It was just in time, too - the mad techno-tyrant had perfected a device called the Neuromuscular Interface, or Neuralyser, that supposedly would assist those with damage to their motor functions, but in reality, would allow him to enslave the muscles, if not the minds, of any he pleased. Just a week before his plan to mass-Neuralyse the population could go into effect, the tyrant toppled.

    Beyond his elite guard and what few human associates he kept - due to his belief that every human could be as treacherous as himself - his elaborate Palace in the Congo was practically defenseless. The Resistance gathered several hundred troops and stormed the palace, joined by hundreds more civilians willing to draw enemy fire and participate in finally disposing of the dictator.

    Cornered on the palace rooftop after a bloody battle through the complex, Operarius begged for mercy. Isabel and Blitz were of the opinion that he should be brought to trial for his innumerable crimes against the People and humanity in general, but any plan of this sort was sabotaged by Sombra. In the blink of an eye, he had pounced on the obese despot, and between claws, teeth, and his strength, tore him limb from limb, his black fur becoming red. As he would later relate, he made the rooftop "greasy with [Operarius'] fat..." After having had several minutes pass during this outburst, fellow freedom fighters looking on in shock, Sombra tossed Operarius' corpse - or at least whatever it was now - over the edge of the rooftop, topping it off with a howl of triumphant victory.

    The Transition and Transformation

    Sombra would later inform his peers this was because Operarius was the man responsible for the death of the one person he cared about, the granddaughter of a researcher in project. They had become fast friends during his "youth," when he had a mentality of a child despite his mostly-matured body. Her death had devastated him, and he vowed vengeance upon all responsible: from the lowest soldier to the highest commander. He'd just completed the hardest part of the plan. He said in retrospect, it was rather merciful, "He tore my heart out, but I couldn't do the same to him because he lacked a metaphorical one. So, his literal one had to suffice."

    Despite his outburst, he was still a hero. Or more of an anti-hero now. He and the Resistance's leadership became the Council of Seven, which oversaw the reconstruction of the Marian government during a transition period. Civil liberties were restored, the economy steadily liberalised... everything seemed to be returning to normal. As the elections were planned at last to end the Transition, Sombra left the Council. He stated he had some thinking to do, wondering if he did the wrong thing. Receiving authorisation from his fellow Councilors, he left to study the information of the Black Project. He even took up residence in the former labratory complex. Being a member of what the humans called the "Kaetif," he was immune to the irradiated landscape and the especially-irradiated complex. Memories would flood back to fill his mind just as much as the new knowledge he was putting inside it... how he longed to see her again... how he longed to spill the blood of all responsible for her demise, his claws around their throats as the lights in their eyes would fade to black...

    After several months, just a week before the election, he returned to Kinshasa. He said he wanted to witness not the return to the old order, but the establishment of a new one, on top of the ruins of Operarius' totalitarian nightmare. He thought it was appropriate the Palace had become a national monument, a monument not to Operarius' terror, but to his last defeat.

    He witnessed not only Blitz - going by the name of Blitz de Luz now - become the President-elect of the Marian Federation, but also his request to Isabel in his victory speech that she become the First Lady-elect. Once the ceremonies were over, he gave his congratulations, saying he would return back to his studies, having no interest in resuming political office in the Federation, and left for the Neo Incan lands anew.

    Sombra continued his isolation until Inauguration Eve. It was supposed to be the day where Isabel and Blitz' engagement would be fulfilled with the ceremony of marriage. The day the world anticipated a new, more tolerant government.

    It was supposed to be these.

    It would be the day the Federation became another footnote in history.

    The Sombristas

    The reception was wonderful. The bride and groom kissed, their vows complete. It may have seemed odd to see a porcupine and fox kissing - especially considering the food chain - but to the furries of the world, it was just like what an interracial marriage would be to humans. That is, completely fine to anybody who wasn't blinded by bigotry.

    There were protests of the union due to it being interspecies, and over time, this sentiment was combined with the aftereffects of a waning honeymoon period. Blitz was increasingly seen as weak; he was a soldier, not a politician. His wife held the real power. Sombra was quick to use this to his advantage... but he needed something to REALLY clinch things.

    That's when the Depression hit. Even in a world that was slowly rebuilding, there were still economic cycles. Sombra soon emerged to lead an opposition party, the Social Nationalists, a party advocating for great national strength, extensive social programs for the good of all, and, most shockingly, blamed the humans for all that went wrong.

    "It was humans that started the War, not us. Operarius and his ilk condemned the human race with their precious GUN. Likewise, they condemned all of whom would later be called the Kaetif! He threw us in his labor camps, and cared not for how many animal-like men, women, and children perished to fuel his regime's gluttony for power."

    Sombra wanted to unify the furries - he was repulsed that a topic like interspecies marriage actually was debated at all! All Kaetif were evolved from those disgusting, furless beasts known as humans, after all. And he sought to unify them against the humans through propaganda - they were the cause of every problem the Kaetif had to deal with. He made sure to point out the oppression they suffered in various human societies around the globe. Why not fight fire with fire, he asked.

    He soundly crushed Blitz de Luz in the Election, and seemed quite friendly to his former comrade upon giving his victory speech, though Blitz refused to shake his hand. Blitz formally left politics, and, realising his error, officially gave any credit he had to his wife, where it belonged. Hopefully, he thought, she'd be able to stop Sombra before he became dangerous to everyone, furry and human alike!

    The Post-WW3 Period may have lasted 20 years before our tale began, but Sombra's seizure of power occurred 2 years prior!

    Operarius' 12 year terror ended, giving way to a 1 year transition period, and then in turn, a 5 year Blitz de Luz Presidency.

    Year One:

    -Sombra establishes the National Science Agency, which while it sounds like something to promote science, actually focused on inhibiting it. The schematics for the androids of the Operarius regime are destroyed and all models decommissioned.

    -Sombra openly condemns technology, saying that the only reason it is not obliterated altogether is to stay on an equal footing with humans who would destroy them; the sin of technology is less than the sin of endangering the People.

    -Sombra's anti-technology, anti-human stance increasingly gains popularity, flooding the government.

    -Sombra establishes the Court of Kaetif-Human Disputes, undermining the current legal system. Humans become increasingly discriminated against as the Courts are packed to be biased.

    -Sombra revises national standards, eliminating the requirement that humans be acknowledged as equals in education, citing it as "silly political correctness."

    -Sombra keeps the military open for advancement, and many humans, already in poor conditions as a result of various reforms, naturally form the bulk of it. Many a human soldier is slain fighting Abhorrents.

    -Sombra's SNP focuses on enhancing green technology; despite racial differences, Sombra attempts to work with the international community to find some use for radiation. His "Renaciamento" program aims to repair the ecosystem of yellow zones, and experiments are conducted on flora to see if a plant capable of tolerating mild radiation can be found.

    -Cities are beautified with trees provided the ecosystem can afford it; "Harmonia" is the name of a program that attempts to make the cities look as if they grew from the forest, rather than came out ot it.

    -With green energy increasingly on the rise, Sombra goes after lifestyles themselves. He cracks down on private healthcare increasingly as serving "human greed." Universal healthcare tames most people who question his ability to rule. Public doctors seem to have an odd coincidence in less human patients successfully treated; Sombra attributes this to "physiological differences" in Kaetif and humanity. Regulations on medicine are tightened, and natural alternatives become heavily subsidised and encouraged.

    Year Two:

    -Sombra's isolationism is full-blown; high tariffs have enabled the economy to recover. Tariffs are lowered, and are instead used as a weapon.

    -Sombra founds the National anti-Kaetif Violence Deterrent, supposedly in response to cultist activity near Kinshasa. This agency aims to end hate crimes against Kaetif; humans are soon afforded the same protections.

    -Humans are given the option to emigrate at public expense, as part of the "Détente" program.

    -Labor camps for the unemployed are established; since humans are the bulk of the unemployed, they tend to make up much of the population. Sombra keeps this on the down low by making most images either portray Kaetif laborers or half-and-half groups.

    -Sombra condemns GUN and its "War of Liberation" against the despotates of the world, saying it has brought the entire world, human and Kaetif, to its knees. He says that if any former GUN leaders are found, they will stand trial.

    -Sombra uses a line-item veto to ensure an Abortion Bill allows human abortions, but not Kaetif ones. His reasoning is "Humans have a far more dire circumstance than Kaetif, lamentably. Accordingly, enabling them to avoid the burden of a child is in the state's interest. Failing that, the child should be given over to orphanages at once."

    -Orphanages are indeed given a boost in funding, especially if they take human orphans. Some Kaetif now allege Sombra is biased towards humans.

    The New Hetmanate is a military society stemming from the Kozak tradition, comprising its ancestral homeland of Ukraine, neighbouring territories in East and Central Europe, Romania, Bulgaria, and Kazakhstan. The nation is ruled by a hetman complemented by a hierarchical chain of councils at the federal, regional and municipal levels. Domestic policy and custom places a high emphasis on the family, both immediate and extended. Individual political freedom is fairly limited, but supplemented by extensive social welfare programmes such that the citizenry lives a comfortable and contented life, although the system suffered signficant setbacks following the war, and has been on a slow recovery since. The economy is grounded in locally-organized agriculture and industry and a state-regulated service sector. Large corporations, where they exist, must adhere to strict government oversight or have their contracts revoked. As a whole, the nation remains self-sufficient, and was party to few international trade agreements even before the war.

    The Hetmanate's foreign policy has remained murky at best. It maintained cordial relations with its immediate neighbours before the war but kept itself fairly secluded from the world stage. Although relations with Kosovo never developed far, the Hetmanate considers the nation under its sphere of influence and threatens war against any state that would subjugate the Kosovars. It remained largely neutral in the world war, but was the victim of an unprovoked nuclear strike on Kyiv by the Democratic Christian Republic of Brazil. Although Kazakhstan emerged mostly unharmed from the war's aftermath, the government was relocated to Odesa in an act of symbolism to reaffirm the state's commitment to its ailing European wing. Generous bugetary allocations kept the United Nations afloat in the postwar years, although critics claim that the Hetmanate's pervasive influence has rendered the UN its puppet. In the early days of the NLLP, the Hetmanate established fortified outposts that expanded into overseas military bases during the peace, giving the country the ability to deploy combat personnel to every continent.

    Yosyp Defakchenco, the aging incumbent Hetman who saw the nation through the apocalypse of the past decades, has dedicated himself to atoning for the sins of the pre-war power blocs. Making restitution for the nuclear holocaust has taken on a religious orthodoxy across the nation under the ambitious mantra, "Never Again". Exploiting its fairly stable world status, the Hetmanate, and its close ally of Petrograd, adhere to a policy of pre-emptive intervention to prevent nuclear proliferation. They have not yet exerted pressure against the remaining nuclear powers, and thus far nobody has openly tested their doctrine. The Hetmanate has attempted to bribe standing warheads off other nations with the return of diplomatic agreements and "favours" within the UN.

    The Hetmanate was one of the first nations to legally recognize the Kaetif as persons. Defakchenko's "Our Adopted Children" address reflected a public sense of duty to accommodate the new creatures, considered to be victims of the folly of the pre-war power blocs as much as the rest of the world. A further milestone was realized by Yosyp's son Yakiv, a prestigious general of the army. Based on first-hand encounters, he suggested that Kaetif soldiers would be a valuable asset to military strategy, not susceptible to Yellow Zone radiation and so not in need of the hazardous materials equipment that was encumbering troops deployed to the west. In a landmark, if internationally controversial move, the Hetmanate became the first nation to allow Kaetif entry into the armed forces.

    The People's Republic of China has undergone massive change since its inception at the end of the Great Cataclysm that destroyed the Old World. Initially aiming to reunite China, it ended up bringing most of Northern Asia under its sphere after the formation of the Eastern Federation. It remained a peaceful nation until it was brutally attacked by the Japanese Empire and her puppet regime, the Eastern Federation. The war effort was led by Chairman Link, the creator of the modern Chinese state. The war led to some defining moments in military history such as the legendary defense of Beijing and Tianjin against Japan, the pioneering French arial attack on Beijing by the French, the ruthless efficiency of the Petrograd push through the east, or the laughable failed Byzantine invasion of China, which ended as one of the greatest blunders in the history of armed conflict. The endless war changed China for the worse, and it is quite regrettable that, near the end of the war, Chairman Link unleashed a wave of nuclear proliferance aiming to strike back at those who, in his eyes, had abandoned China to ruin, and those whose reckless expansionism had laid waste to his beloved homeland. Then the war ended on paper, but the Chairman's heart still burned with rage. He engaged with terrorist and rebel groups around the globe. 7 years ago, he was put to death after a popular uprising, and a council of representatives from across the land gathered, and chose Chairman Rauru to be his successor. In the interest of the people of China, he nationalized all private enterprises and allocated all labor. We must work for the good of all if China is to survive. China us rebuild under his leadership, and work to restore our unity. Asia needs a strong China to lead it to a brighter future.
