how do you set up import/export between settlements?

Click on the Governor tab on the right of the Settlement screen then select Import or Export. Once you have set up two or more settlements to export or import the same goods then you can assign trade routes to your wagons.

How do you turn off auto transport on a wagon train?

Select the automated wagon and one of the action icons is 'Stop Automation'.
