Pretty simple change, I think it's a bit odd that players get gold for trade routes from some random third party and not the player themselves. Maybe once you establish a trade route you can pick and choose what resources you want from a settlement so you don't get forced to buy more than you need. While this may complicate things a bit I feel like it would make sense for those going for an economic victory to have to have the economy to back it up.

And I mentioned this in an earlier post but alongside that you should be able to trade for treasure resources. They'd cost more than resources but would provide treasure fleets in your nearest avaliable city. One of my biggest issues with the Economic victory is that as someone that likes the city building aspect of the game it kind of sucks that I have to establish small island settlements to get an otherwise peaceful victory type especially when there's usually still a lot of land on the home continent by the end of the Antiquity Age.

Easier might just be for Merchants to not be buildable but only buyable.

There should definitely be a diplomatic way to get Treasure Fleets from a Distant Lands civ.
