First of all, I want the first crisis to trigger a fixed turn countdown. You can speed up the onset of the first crisis with progress, but I don't want actually progressing in the game to just end the age. I want to use my OP cities and units.
To accommodate this, I think there should be a new system where future tech/civic unlock wunderwaffen. This would fit with the crises and large age-end player wars. Each unlock scales the next so that other players can catch up before one player double or triple dips. There should be a fixed list which are first-come-first serve. These are silly things like a hero unit, or maybe an army full of hero units. Not things you can reproduce. The civic "wunderwaffen" could be things like the Olympic Games or the Treaty of Kadesh like a free induced peace arrangement.
I think this would help with the abruptness of age ends.
