Improved courthouses and police stations

Loaded my previous test to see how much the courthouses and police stations improved on cutting corruption.

I'm sure Alexman would get a more accurate %. But in my test, having a courthouse + police station reduced waste/corruption by an additional 4-9%. Here are some samples:

Ellipi - with v1.17f had a reduction of 45.45% in waste with courthouse+police station. In v1.21f it had a reduction in waste of 54.54%. Corruption went from a 50% reduction to a 58.33% reduction in corruption, post patch.

Akkad - Pre-patch 52.94% reduction in waste. Post-patch 58.82%. Before 47.06% reduction in corruption. After patch 52.94%.

Kish - Reduction in waste went from 47.83% to 56.52%. Reduction in corruption went from 50% to 54.17%.

Eridu- Reduction in waste went from 50% to 54.17%. Reduction in corruption went from 48% to 56%.
 
Sounds like it won't help you much when you first start/capture a 'colony' city, but as its unmodified production/money goes up, you'll get better returns. Sounds balanced to me. Just getting some cities up to 2/2 or 3/3 from 1/1 would be enormous over a bunch of colonies. :rocket:
