Improving the terrain of Luna

The current situation:

Hipppo settler improving Olympia's terrain
Dread settler improving Dreatown's terrain
Corn settler improving Cornmaster's terrain
Olympia's settler works in the province of Phobos.

Also

Hippoville has already had 8 squares irrigated and only two settlers are improving terrain in the province of Phobos

Let them keep up the improvement work. We need better infrastructure.

However, there are plenty of good spots that yearn to be colonized. We should not wait too long before claiming them.

OK, let's see if I have the numbers correct.

It would seem that our mainland has 5 settlers working it and four are supported by cities in Luna (one each).

Athenae just voted to build a settler, so that means that there will be six eventually.

By the screens, I see that Hippo and THDP seem fine for now with improvements. Dread could use a few more and then should be fine as well. Cornmaster, Potopolia, Athenae, and Fort Pornstar could use some extra work, and Olympia is desperate for improvements.

Rather than an decide for all settlers, I'm thinking a combination like this:

1. Have Corn's settler continue there.
2. Have Potopolia's do the same.
3. Have Dread's settler eventually move up to help out Fort Pornstar.
4. Keep Hippo's settler in Olympia.
5. Use Olympia's settler for building a new city (it and an extra military unit could travel together on a trireme - homing the unit at the new city will keep us from having to disband it to help production). This will also help provide an extra food to the starving capital as well as it won't have to support a settler. While waiting for a ship, it can do some things in Phobos.
6. Use Athenae's settler (eventually) to improve Athenae.

No, that's not correct. The correct info is this:
- Main land: 8 cities, 7 settlers supported.
*Luna: Dell's info is correct.
*Phobos: 4 cities support 3 settlers. One is overseas (I don't know where, because I don't have the game at work), the others are improving Phobos.

So there are 6 settlers in the main land, 3 for each province. The last city without a settler attached (athenae) is now building one.

We could use the settler overseas to create a city and build another one at the settler's former home.
