In game Editing

So is it possible like in civ 4 world builder to edit the game or drop things in while playing for civ 5 ?

Sorry if its a stupid question i just couldn't see any info on it and i thought we where going to be able to, i had read some where a while ago

someone said there was a very limited version in game, but maybe that was speculation.
i hope so, its very hard to make the late game interesting when you cant give one of your competitors sudden and unexpected super powers

Yeah i am sure i read there was going to be something similar but you had to open it out side of the game. I thought it was the tuner thing but i have no idea how or what that does
