In-game Video Glitch

I have been playing CIV 4 BTS on Windows Vista successfully for about a year. But something changed between two weeks ago and now. All of the in game movies have suddenly developed a serious lag problem in audio and video. The only things that have changed on my computer in the last few weeks is Windows Updates and my Video Card Driver was updated. I've already tried reconverting back to the older driver, but the problem continues. And windows isn't fessing up to update glitches yet (how well I remember the infamous SP2 on XP). Is anyone else having this problem and does anyone know how to fix it.

Oh, and yes I have re-installed the game as well, doesn't work.

Did you also recently patch BTS? Often when patches are applied it resets all the specific configuration settings of the game that might have had things running smoother. Check all your in-game, and .ini file configuration settings.
