Hail friends. We would like to explore relations amongst us so as to secure our nations.
To World:
I have noted a few nations suggest a council to settle the war in America. I suggest 5 nations come together to help the Americas reach a permanent resolution to conflict. I suggest 2 Communists, 2 non-Communist, and a neutral power (such as Switzerland or Tibet), form this council. Who will support such an idea?

1. the foundation and creation of the Asian Prosperity fund. this fund is to be established to promote Industrial growth among our lesser developed nations and greatly improve the economic foundation of our region.
2. Each COAST nation will donate 1/2 their Industrial Capacity minimum to this fund each turn, Rounded up. this will insure ample production capacity to improve and promote the growth of our nations.
3. the nation(s) with the weakest Industrial capacity shall be Improved first. in case of a Tie, the order of improvement will be alphabetical
4. any Industrial Capacity left over from these improvements shall be banked and carried over to the next month.
5. This fund shall continue until all COAST nations have improved at least One level of Industrial Capacity and the Industrial Capacity of all COAST nations are Equal (Industrial level 5).
6. Once Condition 5 is met, this proposal shall be put up for review. we will then decide to either dismiss it, or Implement it again to improve our Industrial Capacity another level. at which point it will come up for review again.
7. If this Bill is Dismissed, the first IC from the left over funds shall be Randomly distributed to the various COAST members in an Even fashion.

We welcome the friendship of the Americas, all of them. But we offered it to get the ball rolling on multi-lateral talks, which I feel will lead to the best settlement of the issues at hand. There must be some countries which USA, California, New England, CSA, and Canada can all find to be agreeable. Parties which will find a just settlement to the conflict.
If no communist is agreeable, who IS agreeable, who can come forward with a settlement then?
EDIT: Furthermore, we suggested 3 non-communist countries so as to balance it out as well. It would be advisable for a communist nation to have some say, so as there can be some global agreement.

The Union of Soviet Equal Republics objects to the defamatory content of the German remarks that there is no support for the Communists in North America. Futhermore we remind the German nation that the USER is indeed allied to California, through the Soviet-California Pact and has numerous bilateral treaties with Canada, the Confederate States and New England.
The only real reason why you would wish to shut us out of any 'negotiations' is so that they would then be a dictate from the USA onto the smaller nations on how to run their affairs to the glorious benefit of the Anti-Committern Axis and its pack of warmongering generals.
We stand foresquare against US aggression against California, Canada and New England and although we will not become directly involved in the North American war, we shall continue to work with our friends in these nations.
On your other defamatory words, well that is to be expected from the hothead German Chancellor that seems intent on world domination and enslavement of the proletariat by the chains of capitalist oppression to make a wonderful profit for himself to NOT share. The point of capitalists being nothing but pigs and liars has been well proven today. However one must keep in mind that one day they will be consigned to the ash heap of history.

I suggest then that the Americas (Canada, New England, California, USA, CSA, and anyone else I'm forgetting) create a consensus on who will arbitrate their conflict. Then the only real question will be can we make them abide by this agreement.
I also again propose my original plan of 2 non-communist countries, 2 communist, and Switzerland/Tibet. If we are to be a global community and not bickering, warring neighbors, some cooperation is needed.

What facts and figures do you have to prove that capitalism makes people wealthier? What price do you place on the social immorality you uphold? And how on this green earth did you make the assumption that the United States of America and the Republic of California have the remotest similiarity of governments past the fact that they are both run by dictators? One could say the same regarding you and the U.S.A., why shouldn't they they control you as well? you did the same as New England, Californa, and the now gone Texas and made yourselves independent from them.
They are newly independant and they choose this as thier new goverment, i see no problem with it for the time being.
