Incas finish

I don't understand enough the SQL structure of the game to do this myself, tryed but failed.

My problem is seeing the Incas able to produce food on mountains and on desert hills but not on toundra hills !?

Could anyone indicate me or give me a modified file permitting to build Terrace Farms on toundra hills?
