Civ games should have independence. Independence is a huge part of our civilization and should be added to the game. From China to Mongolia, from Brits to USSR. They all have collapsed due to independence.

It would be interesting to see civil unrest go so far as to split an empire. Then, you could have a choice WHICH half you'd like to continue as...
Of course, this only works if the mechanics effects EVERYONE the same way, AI included. Actually, especially the AI.

One of the causes of unrest could be to many unworked tiles. Let's say you have workers but all the workers are working the capital tiles while every other city is advancing slowly, and so the cities decide to go independent so they can progress much quicker.

Another good idea is if your empire becomes huge, one would need to set the policy up as federal nation meaning one would need to give the power to the cities and have them control the city and the state, meaning they will work the tiles and build their own buildings. Some cities can be autonomous and some can be federal. This would increase the happiness.

California for example wants to split into multiple states because the state is becoming to large to govern.

An independence mechanic would make sense and be kinda nice. I think some Civ4 mods had something along those lines. It would also be interesting if defeated civs could come back as a result of a successful rebellion.
