How do you install them so that they work?

It's actually very easy.You go to Infogrames Interactive/Civilization III/Art/Cities ,choose the culture group you want rASIAN,rMIDEAST etc,open it(backup first!) and paste the cities in any row you want.Remember the 1st row represents ancient ,2nd medievil ,3rd industrial,4th modern.Thats it

Given that we're limited to 5 culture groups, you'd have to replace one of the existing groups with these graphics to accomplish this.
