Infuriated by governors' behavior

I haven't really tested this, but I noticed that the Governor definitely likes food tiles for production under Slavery - so maybe he is actually smarter than expected, because he knows how strong whipping is...
 
If you have examples where the city is at the happy cap (hence shouldn't need more food) yet is still collecting food in preference to hammers, then there is possibly something wrong.

I see that sort of thing all the time. Or the governor pushing the food even though I don't even have Slavery. I don't have any saves to prove it, but it's not at all uncommon in my games.

Then you won't have any trouble posting an example then?

In my experience, even when not in slavery the governor will still try to grow the city with 1 or 2 :food: surplus when at the happy cap. But at the happy cap it is much less likely to pick high food tiles over high hammer tiles.

Are you talking about weak tiles like plains forests compared with grass forests? Again, an example would be nice... If it's not uncommon in your games then finding an example won't be hard.;)

It's not exactly convenient for me to provide a save game I'm afraid. First of all I've modded a number of things so I'd also have to include my Custom Assets folder. And I'm on an unreliable wireless network with limited bandwidth so uploading anything is a hassle for me.

Thanks. That's a good example.

I have a slight feeling that even with emp production turned on, 1:food: is still valued as higher than 1:hammers:. I haven't studied the conversion rates for whipping at that population so I don't know if this is efficient or not.

I'd like to try looking at the code for this. Does anyone know which file its in?
 
Ok so I can tell you're in slavery in that screenshot, since otherwise the grass mine would be being worked. In fact even in slavery I think you'll find if you switched production to a workboat it would work the other mine.

Also, if you swapped out of slavery, the emph production would always use the mines, except if you build a workboat the clam would get worked instead of a fish - that is bizzare.

I have noticed that the governor looks to fill up the granary first when it reaches the happy cap, then switches to production. I have actually seen it do fairly smart things with regards to the timing of completing buildings that raise the happy cap.
