Inquisitors in Gods of Old

I tried to remove a religion from one holy city of rival religion. I thought that would be a way to remove a rival holy city. However I could not perform the necessary action with the inquisitor, because that alternative was not available. I moved the inquisitor to one of my own cities and there I was able to remove the rival religion. Why was I not able to remove the religion in my rival's city ? Does the inquisitors special ability work only in my own cities, or does the city have to have also my state religion ?
 
Can't anybody please answer my questions ? I would like to know how the inquisitors are supposed to work in the Gods of Old scenario. Do I have to first capture enemy city before I can remove rival religion ?
 
I'm not sure, but it certainly makes sense that you can only remove religions from your own cities.
 
you cannot remove a civilization's state religion from one of its cities.

So if the religion of the shrine is the civilization's state religion, you will have to either:
- get the civilization to swith state religions
- capture the city
and then remove the religion by using your inquisitor
