Instant Transcendence victory?

Someone reported he won Transcendence right after completion of the Mind Flower.
So I looked up Globaldefines.xml:

So it takes 30 turns(20 in quick) and it is reduced by 1 with each of these buildings.

The Civ BE manual on steam stated that building mind stems caused those cities production to help towards Harmony victory. (Kind of like constructing World Council projects in BNW)

I know, I thought it had some counter thing. Say 20 per turn base and +1 per buildings, winning at 500.
