Cracker found a difference in the AI/Player research rates.

Well, since they eliminated the 0-turn war....

Declare war (if you are not near the civ for it to do any damage to you), then when they recognize your envoy you can get cities for peace (if you have a big enough power lead).

Why would they give you cities for peace if your aren't hurting them though? Or am I missing something?
