Internet Troubles (Severe)

Ok, I have Verizon High Speed internet (they ar emy phone company too, and Verizon is the only high speed provider in my area), DSL to be exact, and every single day at either 2:30-3:30 pm EST or 2:30-3:30 am EST my internet drops out for about 30 minutes. It happens every single day. Never fails to do so. This started happeneing in July of this year, but I have changed nothing regarding my internet since when I got high speed in May of '07. To be more percise, the internet light on my modem turns off, the Power, Ethernet, and DSL lights stay on but the DSL lights keeps blinking. I am getting really annoyed by this crap. I called Verizon tech support several times but everytime I get a freaking Indian(no offense to anyone) who I cant understand his accent, (and it is the same guy everytime too.).
Has this happened to anyone else and how can I fix it?
 
One possibility is that a business in your network segment area is doing an online file backup and you are experiencing network congestion. A particularly regular problem like that suggests something a business might do. The timing suggests a bank, because banks are wrapping up their days activities around then.

My experience with AT&T, and the experiences of other people I know, and the description by a person who works at a phone company, is that ISP help desk people will not admit to a problem when the problem is network congestion.
