This is my fourth attempt at defeating this scenario. I can not get my religion above 71% for the religious victory to end scenario. I am the malakim. I have taken over everybodies city except ethan the white. I have spent turn after turn waiting and waiting. I have empyrean temples in every city I own. I even got sick of waiting and have saved and gone into world builder and taken out ethan the white and added 10 settlers with vicars and have taken turn after turn and still I am at 71%. What gives? HELP

I agree with A Moon, that is almost certainly the issue. Upgrade a priest to get the 'inquisition' ability, and use it to purge the non-state religions from the cities.

the storyline is at fault here
when varn tells decius that he doesnt have to kill everyone he fools the player into thinking that
i too attacked neither the elohim nor the dwarves and by the time i realised that spreading my religion to every single town wont give me a victory, they had endless amounts of champions
so i inquisitioned them with the map editor
