Investigate City Bug

    As reported in our BUFFY thread, ZPV found a bug with vanilla Civ4. If you have enough EPs, you and investigate a city that you cannot see. This is not a BUG or BUFFY issue - I have replicated this with standard BtS.

    This thread contains a save that has enough EPs against Japan and (if you click in the right dark tile) you can open all of their cities.

    sure - me too. But can we fix it? All it needs is a pCity.isRevealed() test somewhere. You could put it in the 'open city' code or the (assumed) boolean function 'canRunInvestigateMission'.
