The king is happy that Hernandez managed to take over Port-au-Prince, and gave him half the reward he would've got if he had fully controlled the Caribbean. He creates the Colonist Act, which allows anyone to move into Cuba as long as they buy out the area.

Lopez has found conquering Latin America is no easy task. The Carribean had tough resistance, and so far Cuba is still independent, while Chile was not handed over. Despite his failures, Carlos Sanchez became a national hero for his amazing journey around South America. The king sends him back by land to try again, and with more funding.

After only a few years of people reveling in amazement at the incredible telegraph, people have already become afraid of it. In a wire sent from Richmond to St. Louis, advising a group of settlers to move into the Midwest, the message became scrambled and the settlers sent out for Colorodo on accident, only to find a strong Liburistani presence in the area. (My sincerest appologies, Chroxorn)

Apology accepted, it was an honest mistake.

But, seeing as the mistake removed my core on Colorado, I'm still a little annoyed by it. I think it's only fair if you compensate me for that. Librulstan accepts compensation in the form of IC, bribes, anachronistic technology, and hiking trips to the Appalachian Trail, or some combination of those, or some other suitably silly thing.
 
GM: Navies and Army Transport in invasions

In order to move an Army from one province to another enemy/neutral province, i.e. an Invasion over sea, you are required to have a Navy in each of the sea tiles you are attempting to move. If your move through those tiles contain no enemy navies, this can be done without conflict at sea. Armies can be pooled and start the movement from any controlled or allied province as part of the War plans provided.

If one of the tiles in the path between provinces contains an enemy fleet, this must first be resolved, before the landing of the Army can occur.

e.g. If Britain were to invade Quebec, it would need to have a Navy and control of the sea, in the North Atlantic and a navy and control of the sea, in the Eastern Seaboard or Labrador Sea. i.e. Declare war in the main thread, and provide war plans to that effect.

Also as all Declarations of War must be said in the first 24 hours of the turn update, the defending player can also issue defensive orders, which will include placement of fleets accordingly. And if a nation is at war and has navies, it is advised that the GM is informed in the turns where the fleets are located each turn. If no orders are received I will "assume" that the navies are in the sea tiles near the capital province.

e.g. If Britain has 3 navies, One each will be in North Atlantic, Norwegian Sea and North Sea.

It also makes invasions of far off lands are very expensive exercise. The further the invasion is the more navies a player needs to make an attack.

However, if you are simply transferring forces between your own or allied provinces this can be done without the need of multiple sea tile transport, but does require a navy ;)

e.g. If Swaziland wish to attack Libya and only has one navy. It will need to do this in the following war plans. Transport Armies to Sahel (which it owns already) and attack over land.

GM: Advance Orders

I will only accept advance orders in the following way.

If you have 8 IC currently, you can only issue advance orders totalling 8 IC, even in you decide to use the first turn building 4 Factories, you only have 8 IC per turn, instead of 12 you may have if you were actively managing your nation.

This is reflect two things; 1 - you can only forecast 5 years and 2 - inefficiencies from having only a caretaker government
 
GM: Core Provinces

A Province can become a core province either by an event or when the number factories built is 5 or more and the player nominates it for Core status.

Core Province status can be lost via bribery / espionage etc. if the province has less than 5 factories. However, a Capital Province can never lose it's core status.

Factories can be lost via sabotage (espionage) or other means, lowering the number of factories and then it can then also lose it's core status via bribery / espionage again if the number falls below 5.

Napoleon II looked upon the empire and smiled. He was close to completing the task given to him by his father, which was to rebuild the European empire. He knew that there was only one thing left to do, and that was to conquer the Benelux, or the Lowlands. He decided that the armies designed by his father, called Napoleonic Armies, should be the ones to do the task, and so he refrained from reorganizing the army until a later date. He still had many years left on this earth, as he was only 41 years of age. (fact) He was living quite comfortable, and the new Second Republic was moving along quite well. There were elected parliaments for France, Rome, Naples, and Spain, with separate constitutions for each state. However, Napoleon was the elected President for Life of them all, and when he died, France would elect a new president that would lead all four states. This was all good in Napoleons mind, and he ordered his top officials to prepare the Lowlands to join the French Empire. However first he must deliver a speech to the newly formed Parliament of Spain, as well as the Spanish people as a whole.

Napoleon had spent an entire week preparing this all important speech, informing the Spanish on how they would unite with the French after so many years of constant warfare, dating back to when his father took power. It would be short, but it would get straight to the point. The Parliament House in Spain had been prepared for the occasion, and the French flag as well as the newly adopted Spanish Republican Flag stood behind him. Finally, he cleared his throat, and spoke.

"For over 50 years, the Frenchman and the Spaniard have faced each other as foe. However, today, we look upon each other as fellow countrymen. We must stand together to lead the world. I see a future that not only provides the best for Spain and France, but also Europe and the entire world.

We are going to rebuild Spain. It has gone through much destruction due to this terrible war. Currently, 2 million francs are being appropriated to rebuild Spains industrial infrastructure.

Recently, the Japanese have begun threatening our allies in Asia, and we must stand united against this foe. Only through our strength provided from unity, may we be strong enough to secure freedom for the rest of the world.

In Africa, the Saorise have stolen land away from us in Guinea. They have proven that they are not our friend, even though they are allies with our ally. They are not to be trusted.

Europe has escaped the clutches of war, and we hope that peace may be on the land forever from this moment forth. However, we know that this is unlikely. We still have enemies, both in the Old and New world. Only if the Spaniard and Frenchman unite and stand together, may we secure the future for our two glorious nations."

Beautiful weather, wonderful company. For anybody who claimed to be somebody, the St. Petersburg in the summer of 1851 was the place to be. An atmosphere of celebration reigned the streets. Newcomers were welcomed with open arms, inhabitants celebrated for their hospitality. Former enemies were, for a brief time, comrades in a festival of civilization.

The centre point of the festivities was the Grand Citadel, a massive structure in the Summer Gardens. Throughout the summer it thronged with a mass of visitors, all clamouring to see the fantastic exhibits and displays from cultures and nations across the world.

From Australia, Medina, Tawatinsuyo and Southern Han, displays of the finest art were on show. Jewellery, tapestries, sculptures and paintings created by the most beloved artists from their nations were proudly displayed, to the awe of any visitor.

A popular highlight came from Swaziland, who had sent a selection exotic beasts and wildlife from within their lands. Few people who visited failed to pass on word that a most magnificent lion could be viewed and, for a lucky few, even petted. Similarly, Siam sent across an awe-inspiring creature - an elephant, and along with it entertainment and culinary delights. Recovering from the excitements of the fair to some Siamese musical works was a crowd-pleaser, and if some genuine Siamese food could be provided, so much the better!

For the visitor more interested in the military arts however, there was a fantastic display from representatives of Great Britain. Every day at 5pm prompt, a contingent of the Royal Guard would perform a military parade to the delight of onlookers. Perfectly timed and wonderfully conducted by General Longstride, it was a highlight of any visitor to the Citadel.

Of equal appeal was the French naval displays. For four weeks the greatest ships in the French Armada could be seen in the port and, on weekends, put on active manoeuvres displaying the best of French naval tactics.

That was not all the French visit was noted for, however. For the connoisseur of art, the French ambassador had brought the famed Mona Lisa to be viewed by the general public - a spectacular highlight that surpassed even the wildest dreams of the Kan. For the Russian people the ambassador initiated a diplomatic event of the highest importance when he announced the arrival of Napoleon II, son of the infamous revolutionary. The leader of France, addressing an assembled audience of Russian nobles and officials, then personally issued an open and public apology for the horrendous war his father forced upon Russia in 1812.

In response, as a display of friendship, the Kan shook the hand of Napoleon, and awarded him the ‘Freedom of Russia’ medallion, proclaiming the leader of France a friend of Russia, and the acts of his father to be forgotten. Russia and France would be regarded as friends from this day forward.

All in all, the Great Fair was considered a massive success, boosting prestige not just for Russia, but for all the nations who had attended. Even those who had not provided exhibits still sent representatives, sensing the potential for some diplomatic manoeuvring in a more casual atmosphere. For the general public, and visitors from other countries, the entire event was nothing more than a marvellous adventure, showing wonders from every corner of the globe.

The success of the event prompted the Kan to order the Grand Citadel be rebuild into a more permanent structure along the Neva River. While not all the attractions could be retained, recreations and additional cultural pieces were sought for, and the Grand Citadel was re-opened in early 1853 as the Great Arts and Science Museum of St. Petersburg.

I accept, but you can keep the slaves, we illegalized slavery a while ago.

GM: As TK explained a few turns back - Donated IC can only used the next turn, by the receiver. i.e. you have to make the stuff, before you can pass it on.

Napoleon II is a Liberal Republican, and always addresses the commoners. Either this way, or they way it was done up in my orders.

Well that's ridiculous. For one thing, your father was never feared by the Russian people, and your snide remarks about peasantry insinuates that Imperial Russia has an abundance of poor people when, as the Great Parade shows, no such class exists! The announcement shall remain as it is.

Um russia....why did your countrymen continually retreat when they faced Napoleon in battle if they didnt fear him? Not antagonizing here, simply curious.

Because the Russians were able to use Napoleon's tactic of living off the land and pillaging against him by dragging him way into the interior of Russia during winter.
