Iron Curtain Bug?

So I decided to try Order today for my second serious game, and I was planning on annexing a neighbour later in the game so I decided to take the Iron Curtain 3rd-tier Order tenet. I found that when I captured and puppetted(sp?) cities that I did not gain a courthouse. I then annexed the city after it finished resistance and still no courthouse.

Now, the tenet says "Free courthouse upon city capture" so I assumed it did not matter if I annexed outright or puppetted until resistance ended but it may require instant annexation upon capture. Can anyone confirm this? If so, the tenet needs to be re-written as it would be misleading.

On a side note, I thought that the 10% culture thing was applied to puppets as well as annexed cities now since it says "10% increase for each city you own" and the science increase says "5% for every city or puppet you own" but this is not so, puppets do not apply the 10% policy increase (as in G&K) and annexing still sucks for culture victory. May have reconsidered Iron Curtain knowing that the policy increase is still in effect, but oh well.
 
Do you have screenshots and/or a save game from just before you captured the city? If it is a bug, that will help to identify it.

I'm sure I could drudge up an auto-save. Let me try that then i'll edit in the pictures.

Also, I tried straight up annexing a city when I went to war with another civ and I was granted a free courthouse, it appears you can only get the free courthouse if you don't puppet first.

EDIT: I have tried to take some screenshots, but they come up blank and I do not have access to anything other than paint right now, but I have reconfirmed the above information. Capture/puppet/annex =/= courthouse, capture/annex = courthouse. The tenet should be reworded.
 
@Xichael You can take screenshots with FRAPS. Just install it, start it and take shots with F10.

Annexing doesn't suck for culture victory any more (well, far less), because the culture victory is no longer based on the number of policy trees you complete.

If you annex a city immediately after you capture it with Iron Curtain in effect, does it still go through a period of resistance?

Ah yes I derped a bit there, I meant to say it sucks for cranking out social policies/ideologies. Yes, I believe the city still went through resistance. I will double check though.
