Yea. I decided that because of the "incapacity" of the AI to wage a war.
If the AI uses Vietnam, it will eventually lose against a human USA player. That´s why the human chinese player owns North Vietnam.
But it´s a limited conflict. No need to nuke china

Anyway, i don´t want you to decide right now about the limits of the conflict.
When USA turn comes, evaluate your situation, establish your objectives and post your proposal.
