It comes rare, but as it happens I have three cities that could have built it. (Two were captured....)
I have seen several conflicting calculations on how much it adds:
So I checked. The turn before I had 17 shields. No modifiers. Russia. After building, I still had 17 basic shields, total yield: 32.
50% == 25 or 26. 100% == 34. 150% ==42. None ==32 :confused:

Added a factory. Now i have 20 shields, basic. plus IW and Factory. Fac == 50% over base == total 30. IW ==100% over base or +20, total 50. I have 45.

Looks like IW gives 75% over base.

Iron Works gives 100%. Factories give 50%. Power plants (except nuclear) give 50%. NUclear plants give 100%.

This should be easily verified by looking at your net after-waste shield productivity. It works as follows: assume your citizen laborers are producing 20 shields from their tile positions. 4 shields are lost to corruption, meaning the city production effort has 16 net shields available for build projects. BUilding an IW in that city, without population growth or citizen tile shuffling, will result in the city effort having 32 shields available for build projects. The IW and a factory would result in 40 shields; the IW, a factory, and a non-nuclear power plant would result in 48 shields.

From the details in your post, it sounds like you are failing to properly account for wasted shields -- all output bonuses operate on base shields produced, after waste.
 
Could be waste... I'll look tonight. I think there is none, maybe one. The city is 3 tiles from the capitol. But that could be the answer.
 
iron works are perhaps more common in PTW because you're more conscious of city placement so you can get such nice bonus' as an iron works. I know I'm more apt to place a city on a hill, surrounded by lots of mountains and hills, strictly for the hopeful opportunity to build the Iron Works mini-wonder.

I had a corruption of 2... So, 18+18+9 = 45. Forgot to take corruption into account.
