I've build Ironworks in the city that has coal mine and my nation has access to iron as well (even more than 1). When I look at the hammer count it shows 23:
19 - base
+25% (from forge)
+100% (from ironworks)
Not sure what kind of arithmetics is at work here. It looks that
23 = 19 + [19*0.25],
so +100% from Ironworks doesn't count. But if it had some good reason not to count, why would it show +100% in hammer explanation popup?
