Irrigation doesn't seem to Work

Isn't Irrigation supposed to add an extra food production to a square of terrain. I irrigated one normal grass square it produced 2 food then I reasigned the worker to a normal grass square with no irrigation and it also produced two food. Any body else have that sort of problem

Is your government Despotism? If so, food and shield output will be reduced by one when it exceeds two. Switch government and you will notice that irrigation works as it is supposed to.

Thanks I'm surprised I wasn't aware of that. Looks like I'll have to make a beeline for Republic or Monarchy
