Irrigation without Lake or River

In the regular epic game: which advancement is the trigger to allow irrigation without having to be adjacent to river, lake or another irrigated tile.

Or is it an era change that triggers it.

Unless you add it to a different technology in the editor.
I've only ever done that once though, and that was for a civ-specific tech.

Yes, if you enable the flag in the second box of the left column in the "Civilization Advances"-registry of the editor, you can adjust this option to evry other tech in your game.
