Is avoiding Free Speech REALLY worth this? AI needs some HELP!

Screenshot should say it all... AI's are refusing free speech (I own the U.N.) to the point of starving their cities to nothing. :crazyeye: Aztecs, Carthaginians, AMERICANS(!), etc...

Plus the AI abandoned his capital right before I attacked it... which means instant war losss for him via capitulation... not the smartest AI. In fact vanilla AI does better than this in this specific case.

That city isn't empty, it has 4 defenders shown. This may not be a lot, but it is not exactly abandoned.

What strange mod is this that gives the palace +1 unhappy instead of +1 happy? The city also seems to be getting +8 happy ("The military presence impresses us!") from 4 military units; Hereditary Rule normally gives +1 per military unit not +2, there is no civic that gives +2 per in regular Civ. Or perhaps the mod you are using changes some civic that is an alternative to Free Speech to give +1 per military unit so that in combination with HR the net result is +2 per.

Also, the line in the screenshot that shows +7 unhappy from "We demand Emancipation" is presumably what you are talking about. This has nothing to do with the Free Speech civic (in normal Civ), but the Emancipation civic. The screen shot also indicates that that civ is probably using Hereditary Rule (+8 happy from "The military presence impresses us!") - so when they grenadier is finished in 2 turns, the city would normally get 1 more happy but the mod you are using appears to change that to 2 with whatever civics they are running. Probably a bigger problem for this city is that it is apparently being blockaded and can not work the clam tile (or the windmill hill, which presumably has some enemy unit(s) on it - I'm guessing they are yours and you are about to take the city). The lack of food seems to make the AI willing to run with some unhappy for a while since it can't produce enough food to feed all those people anyway.

You keep trying to force through Free Speech which would not remove the Emancipation related unhappy but would force them out of a civic that may be giving them some happiness (or other benefit) and therefore possibly make things even worse for them.

As for AI strangeness...

Given the situation, they probably should have just voted No instead of Defy since that extra +5 unhappy from defying ("The world considers you a villain!") is a serious problem for them (assuming this particular city is somewhat representative of them all, in terms of happiness) - probably worse than being forced into Free Speech would be. Also, they should really turn off that 10% espionage and increase the culture by that 10% to get the additional +2 happy in this city or to increase the research rate to advance more quickly. The AI is way too fond of espionage points. That spy specialist is probably sub-optimal as well.
