Is Chieftain technically the "normal" difficulty?

I always assumed that on Prince the AI was playing the same rules-set as me. Disappointing to see that's not the case.

It doesn't look like a level playing field exists at any level!

NoTechTrade: Left over XML from Civ IV that wasn't cleaned up.
I think that one was the surcharge the AI wanted to charge players if they had a monopoly in the tech.
