From what 2KGreg said some months ago, they're still planning to release the DLL sources. The june, 14th patch actually seems to indicate that the expansion is finished and they are doing some cleaning up and finishing things they didn't get around to for the base release (things like UI improvements, skipping the intro, etc.)
That said, I'm not holding my breath. They promised the DLL way before the game was actually released and then it was pushed back further and further. So, just wait and see.
As for the modding platform thing: Having recently revisited both Civ5 and Civ4 (including add-ons) in their vanilla states, Civ5 is now a more enjoyable game to me. It took a lot of patching to get it there, but the AI is actually acceptable now, at least on lower difficulty settings, smaller empires actually seem to work reasonably well even if they are super-reliant on research agreements, the social policies allow some interesting different strategies and make for interesting decisions, and the civs are just much more unique than in Civ4.
What I enjoy the most in comparison is that I actually consider whether or not building a new city is a good idea rather than just plopping down another one, which I do in Civ4 unless I'm on a conquering spree.
