Or are techs cheaper on lower difficulties? Everything seems 1/3 off on noble compared to deity...(trying a "relaxing" game at a lower difficulty now after that nightmare Pacal map).

Yes they are.
I've done a quick math for all difficulties taking noble as a standard as AI always tech at noble difficulty cost.

Results:
Settler 60%
Chieftain 75%
Warlord 90%
Noble 100%
Prince 110%
Monarch 115%
Emperor 120%
Immortal 125%
Deity 130%
 
Techs are cheaper and AI's are very slow and weak. Sometimes you can smash all AI's with nothing but axes,HA's and some Cats if they built cities on hills and have walls.
You have to self-tech almost everything. When I played on Noble I only traded for religious techs and IW,later for Constitution and Democracy.
 
Should be a lot more than 1/3 off. AI start with 2 settlers vs an Ai that will take to 2000bc to tech basic techs, build a worker and get a second city out. By which time Deity Ai could have 5-6 cities. Add onto that the tech differences and you are almost there.

Yes, I'm quite aware of the differences. In my current game it's 1000 AD(!) and only one of the AIs has feudalism; I've seen Mansa Oracle feudalism at 1000 BC on deity once.
 
Yes, techs are cheaper to self-research. The rate of getting techs from the AI may slow down more than the rate of self-research speeds up. :)

Open the file ...Assets/XML/GameInfo/CIV4HandicapInfo.xml.
