Is it me or does Washington sound like Bush?

Ya, he sounds more like Clinton with a lighter accent. He doesn't have Bush's Texas drawl in the slightest.
 
He sounds like a Virginian, not a Texan. I hope the OP is British or something not to be able to tell the difference. There is something a bit different from a modern Southern accent about it, but it is probably artistic license on the part of the actor, imagining how an educated 18th century Virginian might have spoken.

It's also possible the actor added an accent that isn't his.

BTW, if he should have a tidewater accent, here's an example of it. I personally am not that picky, provided it's a southern accent of some kind. He sounds plausibly from Virginia, that's good enough.
