Is it me, or is the AI just dumb a lot of the time

Yesterday I had a funny experience. I am playing America with George Washington at Chieftain difficulty. Random 2 continent map. I am going for the space ship victory and I have reached the Nuclear age.

Atilla the Hun started to attack one of my City State allies. So, I went and supported my City State ally. Wiped out all of Attila's units that were attacking. Forced him to make peace after that. He was bottom of the score list, and had the smallest number of cities compared to the other civs.
After I had humiliated Attila, a few turns later I was told Attila had stolen a technology off of me with a spy lol. So, I thought, that's it, the last straw. I went back to war with Attila. Drove him down to only 3 cities. Took 3 cities off him, then made peace and forced him to give me another city.
So, Attila then only had 2 cities left. But, I thought that's it, I will let him be now lol. Then a few turns later I get yet another message saying Attila had again stolen technology off my with a spy. I thought WTH, does this guy really want to be wiped out? lol.
So I duly waited until the peace treaty had expired, then wiped him off the map lol.

So, I ask the question. Is the AI that dumb or is it me lol?

PS, I still consider Civilization 5, to be miles better than Civilization 6.

A lot of the time the AI is too dumb to tell what's good for them. In one of my games I was a raging warmonger who had conquered all the other civs on my continent, leading to everyone to denounce me. My main rival was the Khazars (mod civ) on another continent, who were bordered by the weaker Mapuche to the north. War was brewing between the two, and I offered several times to the Mapuche to enter into a defensive pact which would help me protect them and ensure their survival. They flat out refused, went to war against the Khazars and were wiped out.

In short the AI's negative diplo modifiers override their sense of self-preservation. This isn't always the case, many years ago I had an Austria civ that was 'Afraid' of me, which did in fact prevent them from making stupid antagonistic moves, but that happens very rarely. Most of the time if a civ hates you they'll keep antagonising you even if you have the ability to completely wipe them out.

Speaking as someone who has rewritten a lot of it while modding: Yes. Yes it is.

Sounds like you haven't gotten Vox Populi mod going. Improves so much of the game, including AI.
